quantities clearly marked on each article.

5. No part of the cargo or of the provisions, water, or Stowage of stores shall be carried on the upper deck or on the cargo, provi- passenger decks, unless, in the opinion of the Emigration slons, eto. Officer, the same is so placed as not to impede light or ventilation or to interfere with the comfort of the emigrants nor unless the same is stowed and secured to the satisfaction of the Emigration Officer; and the space thereby occupied or rendered unavailable for the accom- modation of the emigrants shall be deducted in calculating the space by which the number of passengers is regulated.
